or
2x+3 < -4 => x < -7/2

As Sahsjing implied in his solution, yes, you do switch the sign when dividing by a negative fraction.

More importantly, the answer is NOT of the form x=??. You are dealing with INEQUALITIES here. Think, for instance, of a simpler one, such as |x-10|<2. This means "the distance between x and 10 is less than 2. Clearly, this will happen if (and only if) x is between 8 and 12. That's what you want!
