Not everything. Some things happen without explanations or causes. People have free will and thoughts are unpredictable. These cannot be related by functions entirely. Many things can be related by functions but are not bounded by functions. You can predict the decade of the invention of flying cars by functions, but it's ultimately up to the scientists' thoughts.

No, I do not think it's true. If everything could be related by functions, then it would be a deterministic universe where the same inputs would always produce the same outputs with no such thing as uncertainty, chaos, or catastrophe.
