The thing around the -5 is the absolute value sign right?

[6x + 9] + [-5] < 13
[6x + 9] + 5 < 13
[6x + 9] < 8
6x + 9 < 8 OR 6x + 9 > -8
6x < -1 OR 6x > -17
x < -1/6 OR x > -17/6

Just so you know the ABS sign is | | and not brackets. You can type that by pushing and holding the shift button and then the back backslash button.

|6x + 9| + |-5| < 13; remove first set of ABS bars
6x + 9 + |-5| < 13; simplify the second ABS bars
6x + 9 + 5 < 13; combine like terms
6x + 14 < 13; subtract 14 from both sides
6x + 14 - 14 < 13 - 14; simplify
6x < -1; divide all terms by 6
6x/6 < -1/6; solve
x < -1/6

-|6x + 9| + |-5| < 13; remove the first set of ABS bars and use parenthesis
-(6x + 9) + |-5| < 13; distribute the - sign
-6x - 9 + |-5| < 13; simplify the second ABS bars
-6x - 9 + 5 < 13; combine like terms
-6x - 4 < 13; add 4 to each side
-6x - 4 + 4 < 13 + 4; simplify
-6x < 17; divide both terms by -6 and flip the inequality sign
