I have a piece of 8.5"x11" paper & I need to draw 13 equal horizontal rows on it, but I can't figure out exactly which measurement to use on my ruler. I got as far as....8.5"/13= 0.65....but how do I translate that to my ruler?

Two possibilities. Most 12-inch rulers are marked in 1/16", so you can multiply it by 16 to get the number of 16-ths.
8.5/13 = 0.654
0.654 * 16 = 10.46
So it's about halfway in between 10/16" (5/8") and 11/16".
It might be easier to use the millimeter scale if you have one on your ruler. One inch = 25.4 mm exactly.
0.654" x 25.4 mm/inch = 16.6
Oh well. It's about halfway between 16 and 17 mm. I was hoping it would be closer to a round number.
