Add the two fractions, using (x-10)*(3x+2) as an LCM:
(2-5x)(3x+2) + 1(x-10)
---------------------------------
(x-10)*(3x+2)
Expand/Combine like terms:
6x + 4 - 15x^2 - 10x + x - 10
--------------------------------------…
(x-1) (3x+2)
-15x^2 -3x -6
--------------------
(x-1)(3x+2)
-3(5x^2 + x + 2)
-------------------------
(x-1)*(3x+2)
This can't be factored or simplified any further, so it's the answer
(2-5x)(3x+2) + 1(x-10)
---------------------------------
(x-10)*(3x+2)
Expand/Combine like terms:
6x + 4 - 15x^2 - 10x + x - 10
--------------------------------------…
(x-1) (3x+2)
-15x^2 -3x -6
--------------------
(x-1)(3x+2)
-3(5x^2 + x + 2)
-------------------------
(x-1)*(3x+2)
This can't be factored or simplified any further, so it's the answer

You definitely need to clarify this question. From our perspective, you could be asking for a variety of different questions, ranging from
2 - (5x / x) - 10 + 1 / (3x+2)
to
{[2-5x) / (x - 10)] + 1} / 3x + 2
2 - (5x / x) - 10 + 1 / (3x+2)
to
{[2-5x) / (x - 10)] + 1} / 3x + 2
