since you are given two values for x, all you have to do is plug them into the equation
h(x)= 0.4x^2-1.2x+7.5
h(0)= 0.4(0)^2-1.2(0)+7.5
h(x)= 0-0+7.5
h(x)= 7.5
h(x)= 0.4x^2-1.2x+7.5
h(3)= 0.4(3)^2-1.2(3)+7.5
h(x)= 3.6-3.6+7.5
h(x)= 7.5
h(x)= 0.4x^2-1.2x+7.5

you just replace x for 0 to get h(0) = 7.5
and replace x for 3 to get h(3) = 7.5 as well
