The basic procedure is to write it as a fraction, and then use long division.
So express the ratio as

This is a fairly simple one, because you can multiply both top and bottom by 4, to get 100 on the bottom :

25 . . .25 x 4 . . . 100
and to divide 28 by 100, simply move the decimal point (which starts off after the 28) two places to the left, to give 0.28
