Where do most precipitation be expected Honolulu, buffalo, topeka, or miami

Honolulu.
Hawaii receives the most annual rainfall in the entire United States. Just because Miami experiences fronts a lot doesn't make it the most expected, in fact the weather is really unstable down there and can change at any time.
Also, Mt. Waialeale, Kauai, Hawaii receives some of the highest amount of precipitation in the world and is known as the wettest place on earth.

Miami! Is Kansas City close to Topeka? I know in Topeka, it's not even close to Miami in terms of precipitation. Honolulu isn't close either. I've never been to Buffalo, so I don't know. So again, Miami!
