Any kind of spring steel (which is just carbon steel with a "memory" of it's position) is made by careful monitoring of the amount of carbon in the steel. To much carbon and the steel is not flexible enough and breaks, to little carbon and the steel is so malleable that when it is bent it stays in the new shape.

Other elements are alloyed with the iron and the carbon to give special dampening qualities and fatigue resistance.
