Hello, first of all, i apologize for asking in a wrong category, but at the specialized categories i'm not getting answers... And basically any person who speaks english can answer this question.
I'm spanish native speaker and i'm making a homework of English, but I've found some phrases that doesn't fit very well in my English aknowledgements, and I would appreciate if you tell me if I don't know enough english yet, or if theese prases are wrong. Thanks! Please forgive me for any mistake, and let me know about them.

That's the whole sentence. Is the idea completed? I see it like there's missing the "ending" of the phrase.

"be sought" ?? What does it mean "be sought" in the middle of the rest of the phrase? Is it well written? I don't find any sense for this particular sentence.

The two phrases do not make a sentence which would be fixed if the first "the" were "that", so "On that need referred to a previously discussed need. There is nothing else wrong with the sentence (aside from the misspelled words on either side of the comma that I fixed in my copy) but the language is very formal and most people with average command of English would not write or speak this way.
It could refer to responding quickly in an emergency.
