It could be you mean an electronic energy meter for mains power supply with an RF interface for monitoring. A whole different story to an RF power or energy meter.. There are ICs that provide the energy measurement in watt-hours or kWh, through calculations based on measured voltage and current, taking into account power factor. One example is the ADE7753 as in the second link (application note). You can search for data sheets and application notes for other suitable devices from other manufacturers. Make sure the circuit you choose is isolated from the mains using a separate power transformer and voltage and current transformers, rather than having the IC connected directly to the mains. This is because you want to connect it to other devices like radios and microprocessors. These ICs often have serial data such as I2C or analogue outputs, as well as a pulse rate output that is easily interfaced with a microprocessor. The microprocessor in turn adds an interface to a radio system which could be as simple as a bluetooth to RS232 adapter. I guess in a very basic system the pulse output could be interfaced directly to a more basic radio with a receiver interfaced to a remote PC or microprocessor using a single pulsed digital line on an RS232 or parallel port.

No special IC is needed, as there is no power factor to be considered. This is integrated perhaps at a rate of one reading a second, to get power through time (energy).
