Time delay for incoming pulse

Basically, I need to delay an incoming pulse in a wire that is in a 12V system. I can't find what I need online at all.

This is kind of what I need, but I don't need a relay:

Can someone provide me a link of what I need? It needs to be adjustable by a magnitude of seconds (3 second minimum, around a 10 second maximum?).

You can use a 555 timer. You can get it for like $2 at Radio Shack.
