The college that I plan to attend has a degree in Engineering Science,so i really don't need to to pick a specialty until graduate,but I need ideas. These are the things I want my job to involve.
>Genetic Enhancement and Altering. I wouldn't mind experimenting with fortifying test subjects with Artificial Intelligence.
>Intelligent Design. I want to experiment with fusing building and robotics.
>Creating Artificial Life.
Someone suggested that I specialize in Robotics and maybe join the CIA or some other countries Intelligence Service,but I'm not sure if that's possible.

I think you're a little confused as to what engineers do. The second one of those is the only one that sounds like something an engineer would work on. Though I'm not really sure what "fusing building and robotics" actually means.
Engineers do not do genetic experiments on humans. And they don't do pure science research like artificial life. If you want to do anything like that, you need to get a PhD in some biology-related field. And if you want to do medical trials on human subjects, you'll need an MD.
