Common misconception is because it reflects the blue of the sky. Actual answer is, it's blue because water is blue! It just has to be seen in a thick enough layer to really see it. I've seen the deep blue while deep sea fishing in over 200ft of water.

Seas look blue because they reflect off the sky. But why is the sky blue? The sky is blue because of the wave lengths of the colors of the rainbow. The colors red, orange, yellow, and green have the longest wave lengths. However, blue has a short wave length. Red, orange, yellow, and green are able to pass through the atmosphere without a problem because of their long wave lengths. Blue is so short that it cannot pass through the atmosphere as well. Therefore, it kind of gets trapped in the sky, unable to pass through the atmosphere. It gets trapped in the sky instead which causes the color of the sky.

Reflection of the sky... the water doesn't look that blue on cloudy days compared to sunny and clear days
