How about an electrolysis apparatus - you can use platinum electrodes in them even though other materials like i.e. carbon also do the trick as long as there's an anode and a cathode H2O molecules near them may split and recombine into H2 and O2 "particles" and leave the solution in elemental gaseous state.


EDIT: Well yes, a Hofmann voltameter is such a device :D
