Think of how much mayhem one person causes on that. Imagine if someone did that to a whole cities drinking water, what would happen?

Do you think there maybe just be some crazy person ready to do that?

It would take a huge amount of the "bath salts" to bring a whole water reservoir up to a concentration that would affect the population. And the treatment process of the drinking water purification system would remove some or maybe even all of it. Carbon filtration absorbs organics like the bath salts. And then disinfection with chlorine or bleach would chemically alter the structure of the organics, probably lowering or even removing the drug effect. It is not a very practical thing to do on the front end.

And it if is somehow added to the treated end of the water supply, it is still a huge volume with some residual chlorine in it. And believe me, adding a poison or drug to the water system has been and continues to be an issue with Homeland Security, there are coping strategies for an adulterant being added to the water supply.
