Quick molarity question

You would multiply 100 and 0.0400 and then divide by 0.200 to get your answer in milliliters, but what does that mean?-100*0.0400=V*0.......
How can we prepare 100mL of 0.0400 M K2Cr2O7 from 0.200 M K2Cr2O7?

I understand how to get the answer but am not sure on how to phrase it.
You would multiply 100 and 0.0400 and then divide by 0.200 to get your answer in milliliters, but what does that mean?

100*0.0400=V*0.200

V=20ml, it means that you would take 20ml of K2Cr2O7 with a concentration of 0.200M and pour it in a solvent and bring it up to 100ml to get 0.00400M.
