Why is it necessary to move the graduated cylinder up so that the level of water inside and outside the cylinder is the same?

By moving it up or down you are trying to equilize the pressure inside the cylinder with the air pressure outside the cylinder. When you have done that you can properly read the volume of gas in the cylinder. Next time try and be a little more forthcoming with information.
