I think you meant covalent bonds, where electrons are shared. I think van der waals forces do occur since covalent bonds are basically electrons sharing locations between atoms, and can therefore are affected by van der waals forces.
Otherwise, van der waals forces basically are bonds. A bond can just be an attraction, between negative and positive areas, such as hydrogen bonding, or van der waals bonds.
