If you want to be able to count cells easily then the section should be one cell thick.You can do this with practice using a scalpel or razor blade.......
If they can, what is the maximum thickness I could use for a slide to see a number of cells clearly?

Yes they can, particularly if stained with iodine solution when its possible to identify individual cells and the starch granules they contain even under relatively low magnification.
