well if you're talking about conception, it would be evident that the male actually puts more effort into it. he's the one that needs to work up to an orgasm while (in practical purposes) the woman can lay back and wait for him.

edit: There would be ZERO development without the sperm. Therefore, the sperm is accountable for 100 percent of the development as well. You try getting a baby and developing it without sperm

It depends on the male and the female. A male could work 6 days a week for the baby, for it's food, clothing etc. The mother can be irresponsible and the father will have to take care of the baby.... school, hobbies, friends, adolescence... The father might have to do all the raising.

There are just way too many variables to consider.
