NASA is the only space agency to have ever sent a functioning probe of any kind to Mars, Jupiter, Saturn, Mercury or out of the solar system. The probes it has sent elsewhere are invariably far superior to those sent by other agencies with the most notable exception being Venus (Russia holds the monopoly on that planet).
So yeah, NASA is by far the most advanced.
