I believe,,,,There are Millions of other civilizations out there on other Planets,,,,,, ,,waiting for us to become civilized.

This is my kind of question!
Firstly, I must point out that we aren't even sure HOW humans came to exist, so therefore we can only assume about other life.
Theoretically, there is potential for life where there is LIQUID water, and considering that one of Saturn's moons is a giant ball of ice with a huge sphere of water in the center, sea like creatures could exist as closely as that.
For arguments sake, lets say we accept the theory of earth begining as a giant ball of rock, covered with enormous pools of amino acids. Scientist claim that using this theory means that throughout time these amino acids were zooming around and by sheer luck and happenstance they collided in the correct and necessary arrangement for creating life. If we accept this theory, then the likelihood of other life out there is much slimmer.
If in fact we accept another theory, which involves asteroids, and is much more highly probable, we must also accept that earth was ready for life to begin. This theory states that a multitude of asteroids collided with earth and carried "vacuum sealed" life sustaining microbes or such. Thus making it much more likely that there IS life elsewhere.
One thing you must remember, there ARE other planets in our galaxy that are capable of supporting life! Plants such as Gliese 581 G, sound astounding? It is!
Another thing you must remember, we only have knowledge of the environmental factors that we thrive in. What if there is a species that is made of gas and was able to survive in the vacuum of space, it wouldn't need a surface, it wouldn't need water, it wouldn't need air.
I'm going back and forth with tons of ideas, and please remember that my ideas are strictly theoretical in nature and have no proof.
