-Perigee and apogee are determined by the anomalistic month, not the synodic month which determines the phases such as Full.The difference in the two types of month is about 2 days 8 hours.Note there is also the sidereal month!Full (or any other specified phase) will more or less coincide (depending on how close the match you want) with perigee or apogee about once a year.The full moon can occur any where in the orbit with respect to the perigee (or apogee) including occurring right at them - the Supermoon of last month was very near perigee as well as the spring solstice.......
