that is light brownish with darker brown streaks on one side and white blotches near the bottom, my dad says its a pidgeon feather but it doesnt look like it to me so, ya. file:///C:/Users/admin/Desktop/IMG-20120… <----- i don't know if it will work but that is a pic i took of it a couple minutes ago please answer :)

Unfortunately your link appears to be broken (or at least Flickr thinks so). Without a photo I wouldn't care to guess; it might possibly be a hawk, or it might be some other bird - some owls and woodpeckers also have streaks and/or spots, and there may be others as well. As for the illegality of possessing feathers, it's been my experience in many years as a practicing naturalist that nobody much cares if you have a feather or a couple. That sort of law is to try to prevent hunting protected animals for their feathers. Any feather you find on the ground is fair game, in my opinion.

It's either the outermost primary, or the next one in, of a hawk. Your picture is a little washed out, but I would venture to say it's from a smaller Red Tailed Hawk. Just so you're aware, it is illegal in the US to own any feather, or part thereof, of any native bird that doesn't have a hunting season on it.
