Basically it is a combination of the work done by a constant force over a distance s (W = F s) and that for the distance traveled uniform motion (s = v t).
Hence it only applies if both the force and the velocity of the object being pushed are constant (situations where you push a block against friction over a floor, or where cycling force and resistance match so that uniform motion results).
