If you have the book University Physics by resnick and haliday, you would find the same example and its justification. In the areas where a storm is likely to occur will have a big charge buildup which comes on to the human body too as its a conductor(though you don feel it on your body because it acts like an equipotential surface). The hair get charged up and repulse each other and thats why they stand. Similar effect can be seen when someone is allowed to touch a Van de Graff generator.
