I am sitting on the couch and I hear my stepmoms laptop turn on and it lights up the room. It was completely turned off.

It might have been a ghost. I truly believe in ghosts, so maybe it was one. Maybe.
Or maybe it was a malfunctioning computer, specifically the power switch. That's possible too. Let's have a look at both, starting with ghosts.
While I believe in them, I can't prove they exist and neither can anybody else. Ghosts are really unknown by their very nature, so their actual attributes and how they work is completely unknown. Forget the answers, we don't even know all the questions about them. One thing we do know is that they're extremely rare, and ghosts that actually interact with the living world are even more extremely rare. Most ghosts seem to totally ignore the living world for whatever reason.
Now onto computers, because we know for sure that they exist. Back in the days when power switches were mechanical things, devices that turned themselves on were a big deal. But these days, switches have no moving mechanical parts except for a tiny electrical contact. They're built by mass production, and made as cheaply as possible. On almost all electronic devices, the power switch is the first switch to wear out and malfunction. Laptop computers, even the really good ones, are built to last for only a few years. That's just how it is these days.
I'm not saying you have a ghost and I'm not saying you don't. But now that you've looked at it from both sides, I ask you: Which scenario seems more likely?

No evidence of ghosts, anywhere. Computers are full of electronics and programming to allow them to come on.
My money is on the computer turning itself on due to a setting.

Depending on the settings, it might have come out of sleep so that it could hibernate.

it was probably just the wind.
