no. scars are part of the natural healing process. it's tissue that takes the place of regular skin when it becomes wounded. The tissue has the same protein as the one being replaced but it has different fiber composition. Scars have lesser abilities than normal skin.

To large degree, we already have it. Modern surgical techniques result in much less scar tissue than even a few decades ago.
