If someone forgot their medication at home, would I be able to just send the pills or do I need paper work? If I just sent them without paperwork could I get in trouble? Would I go to jail? If so, how many years? (The country I would be sending them to is Singapore)

Ask the Singaporean Embassy or Consulate. They will be able to tell you if & what you can send. You will probably need a letter from the patient, a prescription copy &or a letter from the patients GP/consultant. Don't just send stuff, as it's the recipient who would face serious consequences in Singapore.
