The sunburn damages the skin causing an inflammatory response. This causes the capillaries (little blood vessels) to dilate or enlarge which increases blood flow to the skin so more white blood cells can come in and clean up the dead cells from the burn.

D. The skin is basically cooked and it will turn red as a reaction to the damage. A sunburn is a first degree burn, unless it also blisters, then it's a second degree burn.
