y = 24 (note - 24 is also a possible answer but it doesn't work. The diagram would show a radius in the 3rd quadrant).

But if it's asking for the y value and assuming the center is at (0,0)
the equation of a circle is (x - h)^2 + (y - k)^2 = r^2
so substitute -7 for x, 25 for r, and 0 for h and k
(-7 - 0)^2 + (y - 0)^2 = 25^2
-7 squared is 49 and 25 squared is 625
49 + y^2 = 625
solve the equation
49 + y^2 = 625
y^2 = 576
y = 24
