I thought the answer should be 3/4x^4 .. but this can't be right since the x still remains. What am I doing wrong?

can be thought of as 3x^2/4x^2

Your answer is the correct simplification. The only way the x would be cancelled out in this case would be if one (but not both) of your exponents is negative.

3(x^2)(-1/2x)^2
= 3/4
= 0.75
= 3/4
= 0.75
