m1 = - 1/3

m2 = 3
point (-1,3)

y - 3 = 3 ( x + 1 )
y = 3x + 6

The slope of the line y = -x/3 + 7 or (y = -1/3x + 7) is -1/3.
The slope of the line perpendicular to y = -1/3x + 7 is 3. (reciprocal with opposite sign)

The equation of the perpendicular line that passes the point (-1,3) must be:

Y-y = m(X-x)
Y-3 = 3(X- [-1])
Y-3 = 3(X+1)
Y-3 = 3X + 3
Y = 3X +3 +3
Y = 3X + 6
y = 3x + 6.
