the problem with question 23 is:
when i read it, try to approach it logically and select the data i need, and apply what i know to what the question wants me to do, i meet a road block
i do not know or understand what the question is asking me, what it means, or how the data is relevant at all

since the 4th and 5th digits are for dates, and they are 31 for all the choices, it is obvious that this question is asking you to count for which sample is taken in a month that does not have 31days in it. choice 1 is 254 for first 3 digits, since 001 is june, any multiple of 12 + 1 is june. 254 = 252+1+1, and is thus the month of july which has 31 days, which is not the correct choice.
