Im not sure if you are solving for x, but if you aren't, i may still be able to help.
If you're solving for x, here's what to do.
Remember the rule "what you do to one side of the equation you have to do to the other?" well that sort of applies here. What you do to the center, do to both of the other sides of the equations.
-8<5x+1<7 The equation
-8-1<5x<7-1 Subtract 1 first
-9<5x<6 Simplify
-9/5<5x/5<6/5 Divide by 5
-9/5
Basically these inequalities say that this particular value of x is greater than -9/5, which is why it says -9/5
