Detroit has a very bad record with cars. Michigan had a system where rates were by zip codes and there was a minimal change that was allowed in rates when you went to a adjoining one. That kept Detroit rates lower than they would have been, so city drivers were actually paying less than without that rule. If you think suburbs get a break, go out to the middle of the state. Rates keep falling as you get farther from Detroit.

There are more people in Detroit. More congestion in traffic and there is a much higher likelihood of having an accident. There also are more accidents in larger cities and there is a lot more crime and road rage in Detroit than in the less populated suburbs.
