From the schematics that i've seen online it appears that they are connected in astable mode but the discharge pin is connected between two resistors. It might be bistable, but in bistable the circuit does not have capacitors.
If you have experience using 555 please let me know in that mode it is connected i would greatly appreciate it.

Get a LM555 datasheet and study it.
In this case, you have two cross-coupled 555's to form an astable oscillator. Each one has a time set by the 100µF cap and the associated resistor.
