T= LxF x sin(theta)

case 1) if perpendicular force is applied then theta =90
T= Lx F x sin(90) = answer
case 2) theta= 75
T = L x F x sin(75) = answer

For a) the moment = 50 lb x 2 ft = 100ft-lb

For b) the moment = 50 lb x cos15 deg x 2 ft = 50lb x 0.966 x 2ft = 96.6 ft-lb
