What is the angle of elevation that can safely lift 12kn?

I've tried the law of levers etc but can't work it out any help?

9 kN * L * Cos(20) = 12 kN * L * CosΘ
CosΘ = 9/12 * Cos(20) = 0.70477
Θ = 45.2º
