There could be two forms of electrical noise from the fan; conductive and radiated.
A fan type with brushes, the contact between the armature and the brushes
creates make/break conections that generate high frequency broadband electrical noises. These noises can be conducted through the power cord to the wall outlet and then into the TV. Most likely, the high electrical noise is radiated from the fan's cord through the air into the TV's antenna. This is electrical noise is not easily filtered out by the TV. Thus the noise can be seen and/or hear.

And that noise in the radio spectrum is what causes problems in radios and TVs.

Any time electricity runs through a circuit a magnetic field is generated around the circuit in a perpendicular direction, it circles the wire. The direction that it circles the wire in depends on the direction that the electrical current is moving. The magnetic field can, under the proper circumstances, also induce electricity in another circuit as is done in an electrical transformer.

(My Opinion) The relationship described above is the root of the belief that there is an actual phenomenon that can be described as electro-magnetism. I don't believe that there is such a phenomenon even on the quantum physics level it is still the magnetic force and electricity which is a form of motion.
