Also, are there specific IC devices that accomplish this? Which brands?

See data sheet of DAC 5682Z if that is what you need. There are 16 technical documents associated with this. Please go through them.. Particularly sbaa045

You are mixing two topics that are separate both in textbooks and in actual design.
Digital to analog converters/circuits is one, and there are a huge number of textbooks that cover that. You can browse the websites of the manufacturers, such as Burr-Brown, Analog Devices, National Semiconductor.
And RF transmitters are another big topic, involving analog power circuitry that functions at RF frequencies.
What you are missing is a modulator. The digital signal is usually an audio signal. The analog output of the DA converter is an audio signal that is applied to a modulator, either AM or FM, together with a RF signal of the proper frequency. The output of the modulator is sent to a RF amplifier which amplifies the signal enough that it can be sent to the transmission antenna.
Edit, usually you don't design AD or DA converters, there are IC companies that manufacture them, see above. What you need is help in applying those parts. Again, look on the web sites of the manufacturers, they have plenty of application notes.
What is missing is the type of digital input (how many bits) and the speed of conversion needed.
