Quartzite and marble generally dont contain these.-Quarts is mostly SiO2, and stable over a wide range of temperatures and pressures.Because of this quartz recrystallizes with interlocking crystals.Marble is almost exclusively composed of CaCO3.You need varying composition to get really good foliations in metamorphic rocks.......
very simple answer: You need platy minerals to form a foliation eg, mica. Quartzite and marble generally don't contain these.
