very simple answer: You need platy minerals to form a foliation eg, mica. Quartzite and marble generally don't contain these.

Quarts is mostly SiO2, and stable over a wide range of temperatures and pressures. Because of this quartz recrystallizes with interlocking crystals. Marble is almost exclusively composed of CaCO3.
