Magnitude measurements are "absolute" measurements. They are measured at the epicenter of the earthquake. It doesn't matter where you are, the magnitude is what it is, and does not change.
Intensity measurements are "relative" measurements. They are measured from anywhere that the earthquake can be felt. So if you are close to the epicenter, the intensity value is one number... and if you are farther away, the intensity value will be a smaller number.
