With gas problems, always think in terms of Kelvin temperatures.
-23 + 273 = 250 K
227 + 273 = 500 K
The second container is twice as hot as the first container, but it has the same pressure. The only way this could happen would be if it had half as many gas particles as the first container. That's where the 2:1 ratio comes from.
