Spinal taps are performed in the Lumbar region of the spine (AKA Lumbar Puncture). I cannot say with 100% certainty because I just always took it for granted that this is where this procedure occurs, but my best guess is that the lumbar region offers the highest level of exposure and therefore the greatest degree of ease of access for a needle to enter the spinal cavity.
