Car speed is not constant, because cars stop and slow down and speed up. Some speeds could be constant, given enough space with no other obstacles. Light speed is the rate that light travels at, so it doesn't matter where it is in the universe, unless it's being reflected, refracted, or otherwise modified, it will continue at the very same speed it started. In the case of multiversity, the laws of physics and the travel rate of light or even the existence of light itself could vary.

Yes it is the same everywhere all the time. This may not make sense. Light is different from every other moving thing that we know about. It does not speed up or slow down. It has been measured wit great accuracy many times, and the measurements are always the same: the speed of light does not change.

This may not make sense, but the measurements cannot be denied.

This is the most simple explanation I can think of: Yes, the speed of light will always be ~300,000km/second no matter where you are in universe as long as it is a vacuum. Light can travel slower than ~300,000km/second when it is going through something like glass, water, or air.
