Traces of water ice has been found in craters on Mercury of all places. Mars also has ice in it's polar caps and it's though that a heavy brine mixture might occasionally flow in some places on the surface during Mars' warmer seasons. Neptune and Uranus have large quantities of ice and hydrogen. Europa...

Do you mean "do all planets have water"? The only planets known (or suspected) to have water or water ice on them are Mercury, Earth, and Mars.

Do you mean "did all planets have water in the past"? The only planets known (or suspected) to have water or water ice on them in the past are Mercury, Venus, Earth, and Mars.

Some have a *lot* of it - Jupiter's moon Europa is covered by ice probably 10-miles thick, and beneath is thought to be a planet-wide ocean... some have probably just trace amounts - like Venus, where the atmosphere is mostly CO2 and Sulfur, and it cannot exist as a liquid. But, water is very common everywhere.

The water molecule is fairly simple and fairly abundant in the universe. It is very likely that water, in one state of matter or another, is present on, or in, all 8 planets in our solar system.

All planets have water within them. There's far more water in the mantle of the Earth than on it's surface but not all planets have liquid water on their surface.
