Or will their bones just degenerate into nothing. Will they have to rotate the crew or can people stay up there forever.Also what would happen to babies born on the moon would they grow to be really tall?

We don't know yet. A habitat can be built that creates an earthlike envirnment in most respects. But not gravity. It seems unlikely that zero-g can ever be permanently habitable as you describe. But how much gravity does a human need for normal development and good health? Thre's really no data. The toal hard data cnssists of the time (a few hors to a day or two) spent on the lunar surface by a dozen astronauts 40 years ago.
