Of course. Even here on Earth many recipes will give longer cooking times for people living at high altitudes above 5,000 feet. Because at the higher altitude there is less air pressure, so the water boils at a lower temperature. Many people often cite the fact that water boils at 212 F. But this is only true at sea level pressure. It's also the reason why pressure cookers work. The water boils at a higher temperature inside the pressure cooker, so the water the food is sitting in gets hotter, so the food cooks faster. Of course keep in mind that these are rather small differences.
